Cleveland, entering the final month of his second term, has signed the naval appointment in black fountain pen. The appointment has also been signed by Hilary H. Herbert, the Secretary of the Navy under Cleveland until the expiry of his presidency on March 4th, 1897. This framed naval appointment document features the blue seal of the United States Navy applied below the text of the document. This item is in a framed display and comes with a LOA from JSA authenticating Cleveland’s signature.
